The Quebec Skilled Worker Program (QSW) is for the professional and skilled workers, which is quite similar to the Federal Skilled Worker Program (FSW) and it is the best immigration pathway. The Express Entry, however, QSW candidates do not have to compete with other applicants to be invited to apply for permanent residence.

PEQ is a skilled migration program for selecting skilled workers all over the country, which allows individuals to obtain a Certificate from Québec with a view to gaining permanent residence.
The Quebec Experience Program (PEQ) is a substitute of QSW which is similar to the federal Canadian Experience Class (CEC), which is now managed by the Express Entry. After being successful in PEO, they can apply for permanent residence with the Immigration, Refugees and Citizenship Canada (IRCC).
The Québec Experience Program (PEQ) is a simple process that allows temporary workers and international students to apply for permanent residence from within Québec after completing a period of qualified work or approved studies.

The Quebec Skilled Worker Immigration program is different from any other Canadian immigration programs.
The applicant can apply for Immigration Quebec to obtain their Immigration Quebec Selection Certificate (CSQ).
When CSQ is obtained, then applicants can apply to the Federal government to get their permanent resident visa.
The Quebec Skilled Workers selection system is based upon the applicants that are likely to become economically established upon immigration to Quebec.
Applicants who wish to settle in Canada as a Skilled Worker applicants in Montreal or in another city or region within the province of Quebec are assessed under a different system.

- PEQ is an accelerated program, so the application will be processed very fast whereas QSW Unless you live in the province, you have to wait for an intake period to apply, hence processing time is slow.
